The Genesis Project (School Startup)

Starting a Lutheran school doesn’t happen overnight. It is the product of intense effort, work and investment from a community committed to ensuring that their children receive a Christ-centered education that nurtures faith, academic achievement and community engagement.

Through the Genesis Project, LCMS School Ministry walks alongside you in the journey toward that first day of school, providing access to the tools, expertise and support necessary to launch a school that will serve as a beacon of hope, learning and discipleship in your community.

Since its inception, the Genesis Project has helped 60 LCMS schools open their doors. Whether you are hoping to start an early childhood education center or a middle school, an elementary school or a high school, the Genesis Project and LCMS School Ministry stand ready to help bring that hope into reality.

The Readiness Study

The Genesis Project will match your prospective school to a consultant who will conduct the Readiness Study. The consultant, with the facilitation of the steering committee, will:

  • Coordinate surveys and interviews;
  • Gather and analyze local school data;
  • Develop a preliminary business plan;
  • Assess the willingness of families to enroll their children in a new Lutheran school; and
  • Identify perceived needs, concerns and opportunities in the community.

Completion of the readiness study provides the congregation with the data-supported foundation needed on which to decide how to proceed with the school plant.

Before sending your application, the congregation (or group of congregations):

  • Formally votes to approve the exploration of a school start. This is not a commitment to open a school, but rather an agreement to participate in a readiness study.
  • Makes their plans known to their district and receives the support of their district education executive (or other equivalent district leader).
  • Forms a steering committee of 8–12 interested individuals.

The Genesis Project application includes:

  • A copy of the enabling resolution (voted on by the congregation);
  • The names of the steering committee members;
  • The ‘Assessment of School Readiness’ forms, completed by the head pastor, congregation chair and district education executive; and
  • $500 application fee (refundable if the study is not granted).

The steering committee should send the application on to the district for approval, which will in turn send the application to LCMS School Ministry.

What is the cost of participating in the Genesis Program?
  • The initial application fee is $500, payable to LCMS School Ministry. This fee is refundable if the application does not result in a granted study. If the study proceeds, the fee is not refundable.

    • Consultant’s daily fee ($300 per day)
    • Travel, lodging, and meal expenses for the consultant
    • Honorarium to the consultant’s school ($100, when applicable)
    • Costs for demographic studies (if contracted independently)
  • Additional feasibility studies or professional services may incur separate fees.

How long does the Genesis process take?

  • The readiness study typically spans several months, depending on the complexity of the context and the responsiveness of the congregation and community. Many projects aim for completion within 12 months, culminating in a final recommendation to the congregation(s).

What are the key responsibilities of the steering committee?

  • The steering committee is responsible for:
    • Coordinating surveys and focus groups
    • Gathering and analyzing data on local schools and demographics
    • Developing a preliminary business plan
    • Serving as the primary liaison with the Genesis consultant
    • Communicating progress and findings to the congregation(s)

What happens if the study determines that starting a school is not feasible?

  • The Genesis Program is designed to provide objective, data-driven recommendations. If significant barriers are identified — such as insufficient enrollment potential, lack of funding or inadequate leadership capacity — the process may be paused or terminated. This ensures that congregations steward their resources wisely and avoid unsustainable ventures.

Can the Genesis Program support existing schools seeking revitalization?

  • Although the Genesis Project is focused on school starts, LCMS School Ministry provides similar services to existing schools looking to revitalize. Schools should contact LCMS School Ministry about Lutheran Schools Consulting Services (LSCS), through which a consultant can provide context-specific recommendations for strengthening the school via expansion, restructuring or revitalization efforts.

How does the Genesis Program ensure quality and accountability?

  • Many Genesis-supported schools pursue accreditation through the National Lutheran School Accreditation (NLSA) program, which evaluates schools against rigorous standards of academic and spiritual excellence. The program also emphasizes ongoing professional development, leadership training and continuous improvement.
